Tennessee Highway Safety Office - Tennessee's Law Enforcement Liaison (LEL) Program is a state-funded program established in 1998 by the Tennessee Highway Safety Office (THSO), at the recommendation of the National Highway Traffic Safety Administration (NHTSA). The LEL program is the primary link between THSO and law enforcement agencies throughout the state of Tennessee to address the nation's traffic safety needs through media campaigns, increased public compliance and action. These factors promote road safety education and law enforcement to prevent road accidents and improve driving behavior.

The LEL program consists of four Law Enforcement Liaisons (LEL) regions covering East, Cumberland, Middle and West Tennessee. Each LEL is responsible for developing and managing four to five road safety promotion networks within its designated area. Each network contains a full-time member of staff appointed as Network Coordinator to organize road safety events, activities and initiatives under the direction of LEL. LELs and other network officers work together to organize monthly and/or quarterly planning meetings with law enforcement agencies. Road safety education is conducted through pre-planned events and activities to promote THSO's media campaign through press conferences and social events such as regional festivals and festivals where security guards show seat belts, drivers, etc. To promote road safety education, LELs and Network Officers also interact with judges, legal experts, community representatives and more.

Since its inception, the Tennessee LEL program has strengthened relationships and connections between the Tennessee Highway Safety Office, the Tennessee Highway Patrol and law enforcement agencies throughout Tennessee. The strength of these relationships is directly evidenced by the continued results of 100 percent reporting by Tennessee safety agencies in connection with NHTSA's media and enforcement campaigns.

In addition, the LEL program holds the annual State Law Enforcement Challenge to recognize excellence in traffic safety in Tennessee. All law enforcement agencies in Tennessee are eligible to participate. The LEC is promoted throughout the year through online meetings to encourage engagement and participation.
